Financial close for New Zealand Men's Prison adds to Spotless' PPP Portfolio

11 September 2012

Spotless, a key partner of the SecureFuture consortium has confirmed financial close for the 25 year contract to construct, operate and maintain a new prison at Wiri, South Auckland.

It is New Zealand’s first major public private partnership (PPP) project and is scheduled to reach financial close on 11 September 2012.

SecureFuture is made up of Fletcher Construction, who will design and construct the prison, Serco, who will operate it, Spotless Facility Services, responsible for maintenance, along with equity participants John Laing, InfraRed and The Accident Compensation Corporation. The consortium is advised by Macquarie Capital.

The project involves the construction of a 960 bed male prison including all ancillary buildings at a greenfield site approximately 25km southeast of the Auckland CBD.

The design, construction and operation of the prison will enhance the delivery of Correction Services requirements, particularly those directed at reducing reoffending.

The integrated asset and facility management service lines to be delivered by Spotless include:

  • Estate management
  • Comprehensive and whole-of-life maintenance services
  • Security systems maintenance
  • Cleaning services
  • Grounds services
  • Utilities management
  • Catering support services

Bruce Dixon, Spotless Group CEO, said Spotless is the most experienced services provider to social infrastructure PPPs in Australia and New Zealand with 12 major projects currently underway.

“Spotless played a pivotal role in the execution of a competitive whole of life asset management strategy across the entire facility, for the 25 year term of the project. Spotless’ ability to deliver its expertise is again reinforced with this success. This builds upon Spotless’ extensive PPP portfolio.

Spotless, working together with the SecureFuture consortium and its customer, the New Zealand Government, is looking forward to developing the next phase of the project to support the Government’s rehabilitation objectives.

“Spotless will deliver ongoing efficiencies and innovation to ensure value for money. Importantly, Spotless will bring to bear its whole-of-life maintenance expertise in PPPs in order to optimise the value and performance of the facility over the 25 year contract term.

“As the most experienced services provider to social infrastructure PPPs in Australia and New Zealand, Spotless is currently delivering 12 PPPs to several sectors spanning healthcare, government, schools, defence and social housing services over contract periods extending to 30 years.”

Spotless’ substantial Wiri PPP investment further corroborates its commitment to the NZ market.
